The whistle that summons one drops off the first boss in Scarlet Monasary - Library. He is very close to the beginning and has a 25% or so chance of dropping the item that summons one. As an aside the "Dog Whistle" is bop, unique, has 3 charges, summons a pup for 10 minutes and has a 10 minute cooldown. The "guardian" is basically a pet on aggressive. @ Rikaku
